GOP "Narrows Immigration Focus," says Carl Hulse...
...but earlier this month a Hulse headline said the GOP had "Set Aside Work on Immigration" altogether. So is the focus narrowing or widening?

Carl Hulse reports Thursday about Republican plans to push a bill to require fencing along the Mexican border in "G.O.P. in Senate Narrows Immigration Focus to 700-Mile Fence."
That's interesting, given that back on September 5, Hulse and Rachel Swarns coauthored a story headlined "G.O.P. Sets Aside Work on Immigration."
If immigration has been completely put aside already, then how can a focus on fencing be a sign the focus is being "narrowed"? Wouldn't it be widening from nothing to something?
